During the period August 1991 to August 1992, the Wolverhampton-based Express & Star evening newspaper supported Learn and Live's Campaign for a Probationary Period by offering 'P' plates to readers free of charge initially and later at the cost of £1.00 per pair.
A total of 3,600 plates were distributed. Towards the end of the initial year, a questionnaire was sent to 190 of the applicants, targeting mainly the under 20s.
58 responses were received, the majority of which were favourable.

The 'P' plates continue to be in demand to this day.
