The Lynda Chalker Award is presented annually to an individual or group that has made a worthwhile contribution to road safety. Lynda Chalker was a previous Conservative Road Safety Minister who is held in high regard by road safety professionals.
This important bill has now reached committee stage. There is deep concern that the House of Lords introduced amendments that would stop the proposed offence of Causing Death by Careless Driving. After years of campaigning by numerous road safety groups to ensure that the results of careless driving should be considered as well as a momentary snapshot of someone's driving this would be a disaster. Learn and Live still wants illegal driving to be automatically classed as dangerous driving since these drivers should not be in the car in the first place. This is not a momentary error, but a deliberate action.
PACTS has included proposals to ban young passengers with drivers under 21, the display of a probationary plate and a reduced blood alcohol level during the 2-year probationary period that includes reversion to Learner status resulting from a 6 penalty points.
Learn and Live has written to all members of the Transport Select Committee strongly supporting the PACTS amendments to the Road Safety Bill with the slight alteration that would allow novice drivers to drive passengers under 21 if more mature persons were also present.
We are delighted to see proposals for the inclusion of advice to novice drivers in the new version of the Highway Code.This is something that Learn and Live proposed at the time of the previous update.
