SELECTED CHANGES IN LEGISLATION SINCE 1967 WITH PARTICULAR REFERENCE TO LEARNER OR NEWLY QUALIFIED DRIVERS

1967 Breathalyser tests introduced.
It became an offence to drive with over 80 mg of alcohol per 100ml of blood
1967 Compulsory fitting of front seatbelts to new cars
1968 A minimum tread depth for tyres made compulsory.
1983 Seatbelt wearing compulsory for drivers and front seat passengers
1990 Supervisors of learner drivers to be at least 21 and with 3 years’ experience as a full licence holder
1996 Compulsory written theory test
1997 New Drivers’ Act (2 year probationary period for newly-qualified drivers)
1997 Drivers qualified after January 1st subject to new restrictions for towing certain trailers & driving minibuses - additional tests needed! (see DVLA 100)
1999

New Practical Driving test introduced - longer, covering high-speed roads

2002 Hazard Perception Test introduced as part of the Theory Test
2003 Learner driver record books expected. They have already been in use on a voluntary basis
