The Learner period includes instruction and supervised practice with restrictions for a specified minimum period and identifying plates before the practical driving test.
- In the UK we have no minimum learning period or compulsory professional instruction and extra practice is optional.
- The very low pass rate is the result of this neglect.
Relying on pre-river education alone will not help. Evidence from overseas shows disappointing effects from concentration on this end of the process.
